An American missionary has accused security personnel at Ninoy Aquino International Airport (Naia) of placing a bullet in his luggage and using the “planted” contraband to extort P30,000 from him.

Because he refused to pay up, 20-year-old Lane Michael White of Florida spent six days in jail and got out only on Tuesday after posting a P40,000 bail.

Causing him all this trouble was the .22-caliber bullet found in his bag in the morning of Sept. 17, when he and his family were scheduled to take a flight to Coron, Palawan. He ended up being charged with illegal possession of ammunition before Pasay City Judge Pedro Gutierrez.

Hope the employees involved are fired and charged. Tourism is so important to the Philippines and all these rotten apples do no good to help. Also... can the authorities be so lame ducked that
they would think this is nothing but a shakedown??

And here's another instance going back to 2012, ‘Laglag-bala’ modus has been going on at NAIA since 2012 – Victim | Kicker Daily News

On a positive note they do seem to be doing something about it now and not just this issue. There does seem to be more being caught in these sort of scams in a lot of government agencies.
I remember a few months back the UN said this place needed to clean up its act on curruption or they would pull out of the pi and the UN will meet in jan 2016 to discuss the pi and curruption.

Dismissed four NAIA X-checkers for extortion from their posts

Manila -Four at Ninoy Aquino International Airport (NAIA) active X inspectors were dismissed from their posts, after several passengers had complained of extortion. The four inspectors had allegedly given during the search of the trunk of ammunition into the suitcase and then extorted for money. This Erpressungsart is referred to by Filipinos as "laglag bala" fraud. One of the people which gave was the famous Red de Guzman, she says that one of the inspectors for allegedly found in their luggage ammunition 500 PHP extorted. The Office of Transpiration Security Director and lawyer Miguel Oraa says the inspector had according to the records of the closed circuit television (CCTV) cameras of 18 September, a lively discussion with De Guzman has, however, no report wrote that he found ammunition in their luggage would have. The four X-ray inspectors were temporarily suspended from their posts, but does not mean that they are guilty. If the investigations result that they are error-free, they can return to their posts, explained Oraa. According to the OTS total 3,325 rounds of ammunition were found in January-August of NAIA passenger luggage, equivalent daily average of more than 13 rounds. MIB 01/10/2015 - 4:20

I can't believe that THAT many rounds were brought in by passengers. Then again, a couple years ago I found a paintball bullet (actual bullet, not the actual paintballs) in my backpack. It made its way in there during my military basic training. Not once did any airport security anywhere in the world, including several trips to the Philippines, find it. Scary as I'm pretty sure there is gun powder in these.

This even made the bbc news worldwide! Reckon a few people need to clean up their act ASAP.
    • Viral photo shows couple inside airport carrying plastic-wrapped backpacks
    • Online community says picture is symbol of corruption and government incompetence
    • More than six people have been nabbed for “carrying” bullets in NAIA this week alone
MANILA, Philippines – In any other airport, they would not have elicited much attention.

Given the ongoing uproar over the ‘laglag-bala’ scam being allegedly perpetrated in the country’s main airport however, the picture showing two passengers carrying their backpacks wrapped in plastic inside the Ninoy Aquino International Airport (NAIA) has now arguably come to symbolize corruption and incompetence by the authorities. If the president of the Philippines don't do something very very soon about this embarrassment to his country ... shame on him!

And they should release [anyone] that is still in a Filipino 'slammer' on charges of transporting ammunition immediately!

No wonder this country is not a destination of choice for the average international business traveler / tourist!

There is NO HOPE for this place! .... This kind of crap / corruption is slowly killing this country!

No wonder the average Filipino has very little real Nationalistic Pride anymore!
