I wonder how many people died or were injured in traffic accidents in Negros Oriental. This doesn't seems to get much coverage, as it would bring into question the enforcement of law.

It is not the methamphetamines that are to blame it the draconian laws that are in place. Would you murder a person who takes heroin? Perhaps some of you would. They murder Shabu dealers and they keep popping up! It is not stopping anyone from using the drug. And all of this begs the question, who is more criminal: the Vigilantes or the Shabu dealers?
I am not sure where you live but I have never seen murder in Canada on the scale it is here. For that matter, I never seen it on a scale like this when I lived in Colombia! Maybe in the mountains with the FARK and others in their armed conflict with each other and the government. Right now there is a wide scale cleansing going on in towns south of Davao for Shabu users and dealers. Life is cheap here!
I lived in I lived in the murder capital of Canada (Thunder Bay). The murder rate per capita was the highest in the country. A whopping 12 murders per year with a population of 120,000 people. The murder rate in Dumaguete seems to be about 50 times higher.
