5 civilians killed and cops hurt in mabinay

    DUMAGUETE CITY– Five civilians were killed during an encounter on Wednesday between members of the Philippine National Police Regional Public Safety Battalion in Central Visayas and the Civil Security Group (CSG) of Bais City, in Mabinay town, Negros Oriental.

    Two RPSB policemen and a CSG member of the adjacent Bais City were wounded, according to the police report.

    An initial police report showed that Dionesia Trongcoso, station manager of the Department of Environment and Natural Resources (DENR) in Mabinay asked the assistance of the RPSB-7 personnel led by Insp. Lowelyn Reyes, acting chief of the 3rd company, to check on the presence of “armed men.”

    I read the full article 3 times and still can't figure out what happened.

    I think this is a case of bad reporting. As DENR are involved, I would suspect the 5 dead are illegal loggers and the 2 PNP and 1 other on the good side were wounded.

    The reported made it sound like the police and security groups were shooting at each other.
    What/Who are these CSG (Civil Security Group) guys? Are these something like security guards? Why would the police ask them to submit to a search if they were the ones that called the police and are known to provide security (presumably with weapons)? It sounds to me like the government was either shooting at their own people or the security guards were shooting at the police. Maybe it would make a bit more sense if I know who these CSG guys are and who they were there providing security for.

    Relevant parts here: "The police report said one of the RPSB-7 personnel noticed something bulging at the waist of a CSG personnel. The policeman asked the CSG personnel to submit himself for inspection."

    "But without apparent reason, somebody from the group allegedly fired at RPSB-7 cops."

    The police ( Philippine National Police Regional Public Safety Battalion in Central Visayas) showed up at the request of the Civil Security Group (CSG) to check on the presence of "Armed Men".
    One of the policemen saw a bulge on the Civil Support Group (They are not authorized to carry firearms) and aske4ed to search him. Then the armed CSG personnel opened fire at the police and the police returned fire. Five civilians of the CSG were killed.
    That's what I get from reading between the lines. They don't write very well, but that is the gist! Hope this helps.

    CSG is a part of the PNP, but is an administrative arm, purely dealing with firearm certificates, explosive permits and the supervision of private security agencies. Each city is also legally empowered to maintain it's own civilian security (vigilantes), which is most probably the group described as CSG. I suspect the civilian security was carrying a gun and was confronted by the PNP and a firefight broke out and that's where the story goes haywire. Whom shot the five dead. Perhaps when this incident is properly investigated, then the truth will come out ?.

    MABINAY —— Five, out of ten, members of what law enforcers described as armed bandits, two of whom had ID cards with the Bais City Security Group, were reportedly killed in anencoun- ter with members of the Regional Public Safety Batallion (RPSB-7) Wednesday, inside the office of the DENR (Dept of Environment and Natural Resources) here.

    PSI Rogelio Pacificar, chief of police of Mabinay reported to his boss, Col Dionard Carlos, provincial PNP director, stating that what started as a vain attempt to recover a confiscated chainsaw from the DENR ended into a bloody carnage at the DENR office after the armed men refused to be frisked for suspected guns, and fired first at responding PNP mobile group.

    The PNP response team was led by PInsp Lowelyn Reyes, officer-in-charge of the 1st company based in Mabinay. They were responding to an “Armed Alarm Persons” while inside the compound of the Department of Environment and Natural Resources (DENR) in Bulwang, Mabinay on or about 2:25 Wednesday afternoon (nov18).

    Mabinay chief of police Pacificar told the CHRONICLE in a phone patch interview with DYEM BAI RADIO that the ten armed band when refused to be frisked, and for failing to recover a confiscated chainsaw from one of them went for a shootout with the police.

    The ten-man group entered Mabinay as private armed men. The two of them were job orders at Bais city government.

    Their leader a certain Pelly Candido, was earlier tagged by probers as a leader of a criminal armed group in Bais City, and a former member of the New Peoples Army.

    Held for inquest Thursday night were: suspects Ricky Sohot, JunJun Gutib, Richard Royo and Rolando Candido(wounded) . Multiple charges include: illegal possession of firearms and ammo and explpsives (grenade), frustrated murder.5 dead, 4 hurt as cops, bandits clash - NegrosChronicle.com
