Unfortunately, we humans are not a very peaceful lot. Get enough of us together and we start to make a real mess of things.

It's not the Phils I'm talking about, it's Negros. And this are murder/homicide CASES. Mostly more than one person is involved/killed so say an average of one and a half/case that makes 354 persons killed. 354/45 - 7,87 per 100,000 population.
What makes Negros actually pretty save compared with the top ten.

Its OK saying Crime is on the Down BUT is detection on the up. This would make things sound a little better to me

I would say, given recent events, crime is pretty high in the public's eye right now (see 9 out of every 10 news article )....which makes politicians worry about losing votes.....and I'd be almost certain that the police are very much aware of those politicians' worries at the moment.

Thanks, Wrye! For those of you that find it easier to understand PNP officer ranks using military rank references, here is a summary:

-- OIC NORPPO is a full colonel
-- Dumaguete PNP Chief is a lieutenant colonel
-- Valencia PNP Chief is a major.
