I exchanged a few messages with my former BPI branch manager. The BPI correspondent bank in America that my military pension passes through is Mellon Bank, but that really doesn't mean anything. BPI has many affiliated banks in America that they use for various purposes. My friend emphasized that BPI is an accredited bank for government pensions -- apparently not all banks here are accredited. Anyway, to understand whether or not BPI can help with any given situation I suggest just going to the main BPI branch in Dumaguete (it's on Perdices) and speak to the branch manager, Sir Raymund Pinero. I do not believe you need to queue -- just turn to the right after you enter the bank & look for him at the first or second desk.

Setting up a DFAS deposit may not be something they do every day, but he will be able to do it. I will message him that someone may be stopping by to speak to him about setting up a DFAS deposit.
Your list is accurate, but no need to go to Hong Kong. BPI can set up a USD passbook account to receive your DFAS direct deposit. I have been using this process for years and the money appears in my account here as quickly as it would appear if DFAS was sending the money to a bank in the U.S. Well, actually, DFAS does send it to a BPI correspondent bank in the U.S. -- and it immediately appears in my BPI account here. Magic! :-)
