Maybe we don't need or want a heavy armed police presence watching our every move. Sometimes we go too far in thinking our way is the only way. That still doesn't satisfy my urge to kill people when they do stupid stuff on the road though.
So, reading the article in the link, I notice the author says: “When you don’t exactly know who has right of way, you tend to seek eye contact with other road users. You automatically reduce your speed … and take greater care.” He has obviously never been to Philippines to see that his theory does not work. On the other hand, I noticed there are actually some stop signs on certain streets in Valencia. No one obeys them but they are there. Any stop signs in Dumaguete itself?
I saw those stop signs in Valencia recently. It was 10pm and I was just out for a cool night motorcycle ride and the American in me screamed I should stop. So I did and even looked both ways. What a nostalgic feeling.
I can see one possible way that it could be more dangerous to have traffic signs and that would be if visitors expected them to be obeyed.
