That's a carefully worded statement. He appears to agree they have the perception of corruption due to some employees being involved in graft and corruption, but it sounds more like he is passing the buck downhill rather than actually admitting any corruption at the higher levels.
Of course they are and they want people to know it. If they weren't corrupt there would be a reduction in drivers and vehicles on the road nationally between 1/3-2/3 less vehicles and drivers. Then however so many would be whining about how they can't get around and travel at all because they can't drive as they have no idea how to driver properly and safely.
