Maybe noise reducing head phones would help. I often work from cafes and the traffic and noise doesn't bother me. What's distracting is chicks wearing tiny shorts. The trick for me is to work in bursts of 1 to 1.5 hours and then move to another location as a break. I do make a purchase at each location, so it's not the cheapest way to work. I can generally concentrate through anything for that long. If my concentration starts to flag, then being in a quiet place won't help anyways. One of the most important skills is to learn how to deep focus. It's easy to waste time pretending you're doing something.
The hard part is deciding how long one drink gets the right to a table. This sort of idea may sound good but doesn't play well because plenty of other times similar happens. Look at the local guys who will buy one bottle and sit around for hours at a bar sipping on their drink and the same for some of the gals. Look at the foreigners who go to a place to eat that sells cheap beer and sit around all day drinking a couple beers and watching the girls pass by (or complaining about the worlds problems and how to fix them). This is just the sort of thing a business has to manage quietly be it the wifi goes out *unexpectedly*, or curtains or shades block the view of the passing girls, or simply raise the price on the beer. Even changing it up to some loud annoying music (which we may like as foreigners even but locals may hate).

You are looking for young college students early in the morning for "study sessions"? What course are you looking to study up on? Reproductive Biology? Jok jok na lang. I see many college students "studying" at the new McDonalds from midnight to around 3-4am. I also see some with books in the mom n' pop shops past Silliman on Hibbard Ave in Piapi. One question though, if you are studying at a local university here in Dumaguete wouldn't you have much better luck asking some of your classmates where they gather for study sessions? I would think that the people you are in class with would be the best starting point for asking about this type of information and you would have much better luck finding classmates that have more acceptable "maturity levels". (Some of those kids "studying" late at night are much more interested in downloading and listening to the latest pop music on the free wifi while comfortably sitting in the free air-con, and I highly suspect most are just trying to sober up from the party they left a couple hours prior to hitting McDonalds in an attempt to cram as much information as they can into those half-drunken brains of theirs at the last possible moment......and being around a bunch of half-drunk 16-17 year old kids probably isn't the best of ideas for an expat over 25 years of age.)

Actually, i was studing the market, thinking in starting a business that offer what many students needs here: drink a tee on a relaxing enviroment where you can read, study, use free wifi and eat light food. Now i know that no place offers that here. Ill think about...
Interesting idea but curious if wouldn't just be a flop. Many of the students don't have that much money and/or are just cheap. They'll order a coke and sip it for hours while studying at McD or someplace else. Also the problem of wanting to offer a *quiet* study area in a country that loves noise and the problem of how to deal with a group of students that come to study but are obscenely loud as we aren't allowed to shut them up and if we say anything negative they won't be back... and most students will at some time fit into this category be it them or their group of friends. I'd think for that idea you'd need something *extra* to entice them such as printing services and possibly a couple computers for doing specific things like power point and presentations. Could even mix that up with a few installed training programs for some computer basic programs and training programs depending on the bigger mix of students you might get. The worry is having 20 seats taken for 6 hours late at night all ordering a 25p cheap drink or sometimes only one in the group orders something!
WiFi access could be issued out on a MAC/IP basis (automated program that issues a code on a receipt). Webcam could take picture at register to link face to computer. If they act stupid the WiFi gets cut. No need for staff to confront the group. If they confront the staff they can just play the "I don't have access to/don't know how to use the WiFi".
You can easily and cheaply setup a MAC/IP/Account based WiFi network with the right (open source) software. I have done that one myself and networking makes my head spin. Getting it working with a device with cash register software installed on it could be tricky....then again it could be extremely easy, never had a look at that kind of software. I bet Google would know though. (OP didn't really ask about that so I won't waste any time looking that up.)
I agree. It is difficult to pretend you are doing something when you are really doing something else. Many times my GF catches me when I acting like I am eating a hamburger in McD's. In reality I am looking at those "chicks wearing tiny shorts" or the ladies in the long skirts walking up the and down the sidewalk begging while giving out free glimpses of their babies' breastfeeding. She usually catches me when the Catch up and saliva start to mix together and run down my chin. I have found the sharp thud, my GF inflicts on my forehead, helps me focus on what I am suppose to be doing, but also ruins the fantasies that I am experiencing at the moment in my mind and brings me back to savoring the taste of the Mcd's burger. Just writing about it makes me horngry.
