I am sure this has been discussed, but aren't there eminent domain laws that would allow the government to condemn [at least] the tree, pay the owner fair price and take it down?

And that may just be the issue. I remember a thread where 'people in authority' were suggesting its not in the budget to do anything like that but they have no problem making a budget big enough to move the whole airport to Bacong.

You can't just take the tree, you have to take the whole property from what I read of the law after someone else suggested they just take the tree.

Seems like eminent domain, agreement with the airport, or even PAL and/or Cebu Pacific (they are the only airlines flying the affected aircraft I think) might want to join in or take the lead. "Just" a matter of someone actually wanting to resolve the problem.

Ofcourse they want to resolve the problem but they're just to tight to pay anything to do it. Airlines in general want max profits for little spend.
