Do you think it does not already splash back when they hit half way up a concrete wall? My belief is that we get inured to the smell after a time of living here but I bet tourists fresh from the west notice the stink.
I certainly notice the smell in many areas in Dumaguete and even one location in Valencia now (right at the first gas station coming in town).
Reminds me of an old Filipino comedy movie, starring their now-deceased king of comedy Dolphy. His character is visiting the US, and a cop in some big city catches him peeing in public. "Hey, that's against the law!" says the cop. "No officer, it's against the wall!" replies Dolphy's character.
