    So yesterday, during the flood, school went on as normal. People tried to pick up their kids at lunchtime in a lake of water. Today, after the flood has subsided, I saw many schools closed by order of the governor. I bet these are the people who close the barn door only after the horse is gone.

    I think the question would be quickly answered once one finds out who owns the business and who in the government has final say on approving contracts. :wink:
