On paper it looks quite promising and impressive. But enforcement (or better said the lack of) of a number of rules like parking, obeying one way traffic etc. is always the weakest point upon implementing new rules/laws and more.
Though one way traffic will most likely not a big issue, the double and triple parking attitude will be very difficult to change to the better.
The near future will show it works yes or no.

Which would likely create "super conflict points", which will back up even further and create more massive and lengthy traffic jams. Then people will avoid those "conflict points" by taking back-roads which will congest areas that were not congested before.

Solve one problem and create another. So where will all of the people be parking? Park outside the city limits and then walk 1km+ in the heat or get a trike? Kinda defeats the purpose of owning a car doesn't it? And public transportation is one of the biggest causes of congestion in Dumaguete.

The problem with Dumaguete is that the daytime population soars to around 400k+ people. The city was never "designed" to handle anywhere near that many people. (I really doubt there was any city planning, it kinda just grew from a small town in to what it is now with no, or very little, thought put into it. Planning for the future is not a strong trait in 3rd world countries, especially the Philippines.)

Another problem is there are absolutely no traffic lights and the few signs that exist are largely ignored because not a single traffic law is enforced in Dumaguete. Even if there were stop signs and lights 90% of the drivers in Dumaguete wouldn't know how to properly proceed through them (right on red, left on red for one ways, yellow means slow down if you can safely- not speed up, who goes first when two people stop at a stop sign at the same time, etc). People just do as they please or what they feel is right, and with no driver's education that is usually the opposite of what is supposed to happen.

The solution? Limit families to having 1 child and it will sort itself out in 50-100 years. lol

Dumaguete is a small provincial town that grew too big for its britches, nothing aside from demolishing the entire city, hiring some very competent city planners and starting over will ease the traffic issue. Because:
    1. Trikes, jeepneys and public transportation will always be needed, you can blame them all you like but they aren't going anywhere.
    2. The people of the Philippines are poor and will continue to be poor for a very very long time, so they will continue buy motorcycles because that's what they can afford. Getting through traffic will always be easier on a motorcycle because of that.
    3. ALL levels of government in the Philippines ARE corrupt and incompetent and will be continue to be corrupt and incompetent for a very very long time, so they will continue to screw up everything they touch. They will fix nothing...ever! If they fix one problem they will only do so by creating 3 more problems that didn't exist before.
If you hate traffic and can't stand it don't move to the Philippines...or move to the Philippines but live way out in the province and live like a local.

Meanwhile, bans on trucks and buses in the Central Business District on rush hours will be imposed while the city will partner with transport groups to establish terminals for jeepneys, multi-cabs and buses bond for the north and south.

    Quote from Daily Star Negros

Should this mean, that the bus routes from north (San Carlos, Bais, Tanjay, Pamplona, Bacolod and Cebu) will be cut inside Dumaguete and that you will be enforced to ride a tricycle to get from a new north terminal to the existing south terminal?

What would make sense is to build a bus network system for Dumaguete City.
(In my country cities about that size of Dumaguete even have a tramway system.)

Build a ringroad outside the city from south to the north, with off rumps. Ban all traffic in the city and teach the lazy filipinos to walk or use a bicykle. Most of the worlds cities is for walking and not for all the old fashioned vehicles being used in Dumaguete. That will also eliminate the terrible fumes and pollution in the city. Make something drastic instead of the primitive temporary solutions suggested. For sure no traffic on the boulevard. Tired of incompetent politicians. Go to work and get it done right, once for all.

As soon as the traffic is eliminated in the city of Dumagute.....the big job starts. REPAINT all the buildings older than 3 years old, so we all can be proud of the city. To the politicians I say..... look at cities all over the world on Internet...... all building newly painted and they look beautiful. As it is now Dumaguete is an ugly dirty city (just open your eyes and take a good look)....something needs to be done now so all the people can feel proud of their city. Time to go to work and spend the money where it is supposed to be spent. If we eliminate traffic in the city, it will slow down most of the city crimes..... the thugs don't like to walk..... so to hell with them, let them get away from Dumaguete. PEACE and ORDER!

Just to make sure I have this right. They are on Plan 7 f. Assuming they start with 1 and use all the letters in the alphabet, that would be 6 x 26 + 6, so they are on their on their 162nd plan.

And there have been at least 162 threads concerning traffic on this forum. sh*t will not change, politicians will never make a difference and traffic will always be stupid in the Philippines. Simple as that. Everyone thinks they know the solution but no solution, aside from cutting the population to 1/10th it's current day-time numbers would make a d*mn bit of difference. Too many people in too small of a area.

What the...?? That's the most retarded thing I've heard this year.

Ridiculous statement. Let me guess....you are retired and don't have to be anywhere at any given time? The world doesn't revolve around old retired people, the majority of us have to work so our governments can continue to collect taxes so you keep getting your pension. We don't have time to walk or ride our bikes to work.

Exactly how old are you? Most cities are for walking? Almost every city in the world has roads with cars driving on them. There might be certain districts in a city that don't allow traffic but they certainly don't have a city-wide vehicle ban.

I like the concept of cleaning up the city, but the reality is that filipinos only care about their own private space, if they care at all. They can be meticulous in their personal appearance, but once you step outside the building/house all turns to trash. Pride is a different concept here in the Philippines, and having more with to do with aggressive macho speech and actions than with actually making their world better to compete with the rest of the world... in essence most believe they are in heaven now, and there is little need to change... hunger can do that to your mind. The politician who has the biggest bag of rice gets the vote at election time.

"There is also a mounting call for the installation of traffic lights and CCTVs to reduce instances of traffic aides issuing citation tickets in the middle of the street and cut alleged corruption with the new “no contact” policy. "
ummmm.......I think I would be nervous riding through an intersection here, once lights are installed. Green light = false sense of security.
And, no contact policy for citation tickets? What could that mean? Notified by postal service of citation? I guess.
