No. My CA Drivers License had to be renewed before it expired to do it online. I wish to get a PI Driver's license. With that I can get an International Driving Permit.

Yes. That is what I was thinking. I have been taking those and doing very well, even though the site's questions can suck. Cannot seem to find the promised Driver's Manual even though I joined the LTO site. I will have to take mt chances on it being accepted bt a rent-a-car agency, since it is paper, but there are many countries that only issue that.
I have been to LTO and they won't accept it here. In Cebu the "old way" on the license still works, bit I am not in Cebu to continually check up on the issuance of the license. So I was doing the mock tests, but wishing the "old way" worked here. I sill find it puzzling that there is no manual I can find.
I investigated this when my CA license expired here. Didn't do it, only looked at it. According to what they told me the license would only be good in the Philippines and nowhere else. I'm not sure about that. I updated my Texas address (used my sister's address)....but they had no problem mailing it to an out of state address. I'd say if you don't have an address in the state you could probably rent a P.O. box in the state and use that for the address on the license.
Where I live in South Carolina, the US Postal Service does not deliver mail to the houses. Residents have P.O. Boxes. My vehicle registration is delivered to the PO Box and lists my mailing and street address, but my Drivers License lists only my Street Address. Considering the problem of identity theft, US states may require that a PO box is associated with a street address for a driver's license.
