Its getting late nearly midnight,you've put your head down several hours earlier,sleep comes easy but in your mind you know that the night will not be blissful. And here it comes again,the barking of one dog,sometimes two,not sporadically, just on and on and on for up to two hours,they have different tones but that's of no interest to me,all i want for it is to stop. I ask my wife this question of which she has no answer,is the owner of the dog oblivious to his accursed pets noise,because he can sleep through it unlike me,does he just not care, slumbering safe in the knowledge that he's protected and who cares about anyone else in the neighborhood? In his selfishness and naivety does he not realize that if a burglar or robber enters his property,because the dog barks incessantly, he won't know until it's too late,realizing furthermore the dog was useless? The frustration for me one night made me take drastic action,I shouted at the top of my voice from the top floor of my house words similar to "When are you going to shut that ******dog up"strangely enough the barking stopped and a few days later whilst walking, one of my neighbors didn't give me the cursory nod I usually get,so I guess he was the guilty party. The laws in other countries are strict on this inconsideration but not in the Philippines it would seem,also I still see after a extended absence, stray dogs roaming the streets without a care in the world,being a hindrance to cars and pedestrians,barangay captains just don't have the job at heart,I've stated previously somewhere,why not a yearly competition for the most proficient and tidy barangay in Dumaguete and surrounds,nah never happen?
Totally agree on all of your comments made,it really does make you wonder if these ignorant owners of barking dogs actually hear the d*mn things! The burning of trash every eve is also annoying as there is no thought for anyone else who has to suffer the stink every day.

Just had this conversation with my wife a couple days ago. I asked why, and since they do why don't they use a fire instead of letting it smolder? "They are doing us a 'favor' by burning it slowly - to keep the bugs away. When they don't do it, even in the mountain (where she is from), the bugs are so many more in the house."
You forgot to add the Roosters who like to start crowing at Midnight, here it is as if it is a competition to see who can insult the other the worst! I often imagine they are telling each other "Yo Mama is so FAT" insults to deal with it... lol I often wonder what they are actually saying to one another that is so important that it cannot wait until sunrise...
Send them this way mate, despite the heavy lingering smoke along with the acrid smell from burning plastics from all of the neighbours and family members, it just ain't workin'!! Maybe the Mozzies around here bring their own gas masks? hehe
There's good news for all of you fine folk. After about 10 years you get so used to it you don't even notice any more.
Persuade the public that they're not really getting a good night's sleep even if they feel so thereby risking their health. I think this idea will work fast if you target the gals who seem to care more about anti-aging stuff. Start with facebook posts
