What the **** is he wearing? The article can't decide if it's just camo or an Army uniform. It's not a uniform. By definition, uniform would mean he looks like the other people who are actually in uniform there. He's wearing blue shoes, a blue cap, sleeves rolled up halfway up his forearm and a low cut white t-shirt. He would get chewed out looking like that if he wasn't the highest ranking in the field. Camo looks silly if you aren't mostly trying to stick to the standard. Though I assume those standards get really loose when you're in a combat situation. I wonder what the patch is. Or maybe he just picked that up from an Ukay-Ukay. Or maybe he earned his dictator patch. I guess if you're commander in chief heading into a martial law zone, then you need to dress the part.

Regardless of what he is wearing and IF it is him at least he is there or trying to get there, many other world leaders would not Bother until the End JMHO
Also a nod to the suffering of the people who have been misplaced. And for those who have died in defense of the city. The city has the look of a real warzone, right in our back-yard. I hope it doesn't spread. Imagine the handful 2 - 3 of these would be.
And if the wrong people catch him there, that is what it will be. Gone are the days of General Custer leading his troops against the natives. I can see the benefits of a morale boost by having the commander in chief get close enough to give a speech to the troops but if he is not directing the show or picking up a weapon then he has no other business being there. Arrogance. He wants people to think he is immortal.
He's wearing it as a show of allegiance to his troops. I'm sure it would go down well with the local guys and a welcome moral boost and that's all that matters.
