As I have discovered one day before leaving the country ,immigration has implemented a new 3-5 day turnaround for exit clearances. Right now I'm sitting in Cebu having to wait till 4pm while they decide if they will grant an express clearance (for a fee). About 100+ angry clients at the office here :(

Pretty sure this has been mentioned on the forum before. The extra wait was due to the express lane fee going away. I've heard they have agreed to bring the fee back so that the immigration employees can get paid overtime again.
I think there is a lot more going on than just what's happening at the front desk(s). Immigration has seen a lot of employees quit recently, slowing down the paperwork that happens behind the scenes.
We can make excuses for them but in the end they are just being obtuse. Obviously the person who is leaving on a jet plane today, should be prioritized over people who are just renewing their visa and will be around for the next 2 to 3 years to come pick up their passport later. Priorites, they need to get some instead of working to rule to try and get some of their lost cash back.
Waiting for my 13A probation on the internet, My name appears on the agenda so I went to Cebu for the visa and after queuing up at different desk, they told me it's not ready, they said wait till your name appears on the list, told them it has that's why I'm here. Then they said come back in November Me thinks they after some lunch money.
Seems a lot of this Going On, a friend near me has waited 4 months now, looks like the commissioners are with holding the Stamp as although you appear on the List, the Passport is not stamped and can only be done by a Commissioner maybe you are right Jim about the Beer money.
