This doesn't sound too good. Did the story say when the warrant was issued? It may have taken the PNP until now to find and arrest the guy. Or.......
Here is the SunStar link to the same story and no, it does not say. I suspect there is more to the story. For example, IF Jose is born in Phils and gets American citizenship and does well, then he is still Filipino. But if he does something bad, then he is an American. Also, there may be money involved.
The arrest warrant comes from Cebu, he was arrested in Carcar. Could he have been hiding/running? If he did beat his wife I don't feel sorry for him in the slightest bit.
