If you are married on a 13a visa you can work here. But if you are married on a 13a then her family will have lots of charity work that needs doing.

I located 8 Non Government Organizations in Negros Oriental but these were verified as inactive or, if seemingly active, could have licenses rendered automatically revoked due to noncompliance with SEC regulatory reportorial requirements. Only one is active and verified to be duly diligent in SEC compliance:

Little Children of the Philippines Foundation, Inc.
    Little Children Street, Claytown Subdivision
    Barangay Daro, Dumaguete City 6200
    Phones: (035) 2250766/(035) 2258252/(035) 4228321
    Fax: (035) 226-2773
    Contact: Glenna H. Waller, President
    Carmenia J. Benosa, Executive Director
    Email: carmenia_benosa@yahoo.com

LCP is a charitable foundation for children at risk that was organized and has been operating since 1989.

Actually, there is a Special Non-Immigrant Visa under Section 47(A)(2) of the Philippine Immigration Law for:

    1. Exchange professors, fellows, students, scholars, participants, volunteers and social workers under sponsorship of recognized local or international educational scientific, cultural, relief and charitable organizations, institutions, agencies or foundations, and representatives of non-recognized foreign governments to recognized international organizations, and those falling within the category of Section 1(f) of the Guidelines

    2. Volunteers who are registered with the Philippine National Volunteer Service Coordinating Agency (PNVSCA), including foreign personnel of international rescue/aid organizations providing assistance on occasion of natural disasters and major emergencies.

There is also additional information from Philippine Embassy in Berlin.
