I just read on FB Headz Up Negor that helmets and shoes are required but shorts are okay.

From what I recall, the law does state that pants are required. Interpretation and enforcement of the law could be up to the individual officer performing the stop. Being a foreigner I would expect the strictest interpretation of said law to be applied to me. But, up to you, diba?

the Highway Patrol are saying they are not required according to the law.
And yet when you go to the law they quote (which I have linked to) it describes certain "protective devises" such as long pants but does not penalize for failing to wear long pants.

That's good to know they don't penalize for that and makes sense because, from my own experience, regular old "pants" don't make a d*mn bit of difference if you go down on a motorcycle at anything above 20kph. The road/shoulder/rocks are going to rip through those like they weren't even there. You need kevlar/leather pants if you want to prevent the road from nom-noming through your meat sack.

I still question the interpretation of the law by individual officers (especially those that aren't the Highway Patrol). Personally, I don't agree with helmet/protective gear laws; if you don't care, neither do I...so long as I'm not paying your hospital bills.

I have to agree with that. More important taking crazy drivers, those without proper lights, those not using turn signals, and so forth off the road. Personal safety is a personal choice and the issue should be the safety of others on the road. They have laws about all of that but still as always completely unenforced.

A big issue I dislike helmets here is all they have is the big clunky helmets while I'd much prefer an easier to carry around one but they aren't allowed as they don't have ICC stickers because the congressmen who passed the law only had the other kind shipped in to profit from. No place around town from Hypermart, Lee Plaza, or Robinsons allows you to check your helmet while shopping to avoid carrying around big annoying helmets which will just make you want to spend less time shopping. Further its not easy to modify the helmet and not everyone wants to damage their bike to install a helmet chain so no one steals your helmet and you just leave it on your bike,

Another part I'm sure they won't enforce is besides children's helmets the law also made it illegal to have children under the age of 10 as passengers.

As far as pants and shoes goes if that was ever enforced the Philippines would seriously lose its appeal to me completely. Its to d*mn hot to wear pants, not everyone can find a comfortable fitting size here, and some of us are uncomfortable wearing around shoes and pants along with some of us likely having some medical issues that make it rough in the high heat.

It makes me smile when you write it's illegal to drive with kids under the age of 10 years, as we all know kids here drive bikes when some of them are under the age of 10 years. I was around on bike in Bohol, if I remember right it was in Carmen town, at the marketplace there are board where they remind you about some laws and give you info. There was an appeal to people, pls. don't let your kids under 10 years old drive motorbike alone

I had lunch in Valencia today and there were lots of people sporting shinny new helmets.
IvI' mentioned it before, I'll mention it again.
I secure my full face helmet using a dog's choke chain bolted to the bottom of my Ubox, through the chin guard and attach the free end to an existing hook under the seat.
I have a feeling a lot of helmets are going to go missing.
