Generally spoken you get better value for money in Thailand with respect to food and housing. Should English be as well spoken there much more foreigners should opt for Thailand instead of The Phlippines.
Off topic but you had better take a look at their new visa requirements. You need some money saved up. Seems they are trying to get rid of the lower social class foreigners.
I see in different media that visa requirement in the Philippines also goes the wrong way for expats, I guess Cambodia and Vietnam is better for expats when we talk visa requirement and cost of living
