Progress has been slow and hasn’t been able to keep pace with the growth, obviously. The heart of the matter is we are living in a very poor province in a poor country. Corruption may divert funds where they are needed. Living on a remote Island slows down the supply chain, such as it is.
Still, if you can adjust and settle with the right people, it is a good life for some of us. For me, financially, I could not have stayed in San Diego and retired there and lived as comfortably as I am here. Then there is the young wife here.......

The changes I see in my 10+ years I attribute mostly to increasing population. And that will be the case in most of the Philippines. Except, there may be areas of Mindanao with net outflow, largely to Cebu and Negros islands.

The bypass highway will eliminate through traffic, including the dirty sugar cane trucks, but not truck traffic from Dumaguete port.

To compare Phuket with Dumagute is not fair.

Tourism in Phuket is very large and in Dumaguete very small.
Phuket International Airport operate about 60 different airlines around the clock and 30 flights per hour.
    Only from China 32 destinations.
35.000 tourist visit Phuket every day.
With that number of tourist you get more shopping malls to visit.
Locals can’t support so many shopping malls

The small number of people paying income tax is a problem for Dumaguete, not money enough for new roads and mostly foreigner doesn’t pay tax as well.

Philippines are a poor country compared with Thailand. Only half the income per capita.

For sure there are a few things that need to be ddressed to allow all of us to live healthier lives. Smoking vehicle exhausts. Filipino culture to drop litter anywhere all the time. Potable drinking water supply for all. Stray dogs. Inconsiderate noise. Ceres buses that act as they own the whole road system. Go to Siquior / Comigan and things look a whole lot better....Go to Bohol, Pangalo Beach and things look really BAD!! DMGTE is in a hurry to develop....could go either way ...fingers crossed.

I agree 100% with your complaints, pollution is really bad here but do you ask what you can do to change it in the right direction? I see a change in attitudes, special among young Filipinos, here in Bacong where I live a group of young guys has made some actions to clean the area, special the beach and put signs up, clean after yourself. They go to the barangay hall and get support to their ideas and now there are a fine 1000 pesos if you throw your waste on the beach. it's funny to see peoples reaction when the read the sign, they look around, anyone watches me, any cameras, it works. Progress is slow but I'm happy to see the change in attitude among these young guys

    I don't know.
    Hi Everyone!
If you feel Dumaguete is not nice anymore, it may be wise to take a western adventure, and check out all the addicts, zombies, needles where children play, police state, stack and pack, smart (dumb) grid, dumb meters, floride, GMO, 5G, huge outdoor TVs, cost of living, etc.
It's very scary in the land of milk, and honey.
    I like it here!
    Have fun! longlife.

    http://www.phuket.com/phuket-magazine/phuket-best-shopping-malls.htm

But of course, for you maybe not top enough. Sorry, I did not realise there are posh persons in this forum. Needless to say you deserve even better malls than those in my link.
