Last I heard, Manila had huge water shortages and poor infrastructure. I don’t think having an international airport fixed anything there.

I heard from my brother in law today they are starting to clear land and building a northern road parallel to the national highway due to the expected traffic and entrance to the airport.

Well I know when we were there over Christmas they were working on a new road that was on the northern side of Dumaguete that appeared to be headed that way, but I suppose it could be another road too. And these were the same ones that just a month or so ago heard the project was dead so....

That's correct I drove down it last week and at about 400 metres maybe a little bit more it ends and there is a huge concrete block fence at the end. It appears to me that the land may not have been even purchased for the continuation past where it is currently stopped at - so I wouldn't be holding my breath for completion any time soon.

Where it hits the Valencia Bacong road there are 2 new housing complexes being completed and if the developers were banking on the road being completed, or the airport being built they will lose their shirts.
