Then you aren't a responsible dog owner and your dog could get shot, to which I would say "oh well". Learn how to properly train your dog so that it listens and doesn't run off. Its life should depend on your ability to train it. Dogs are property and you need to learn how to control it and take care of it.

Edit: Also, if your dog did escape and got shot I believe you should be fined for violating the leash law and be charged for the bullet that killed it and whatever the costs were to dispose of it.

The "Filippino way" to keep dogs is either tied up in a leash, or they let the dogs run free if they wear a collar there are a chance they belong to somebody. Let us be realistic, this behavior will not change in the near future, like behavior in traffic and burning their trash, plastic, rubber, etc., etc., no laws get enforced, that's the reality, take it or leave it

Come on Jim he is right. I have 4 dogs and if one should disregard my training, take a walk about and end up shot or poisoned. So be it. My oldest is a stupid a$$ pit bull at 8 & 1/2 years. Next is a Rottweiler at 5 years old, then a Doberman at 3 years and the last and least trained is another Rottweiler at 9 months. I have said it before and I will say it again. I can leave my gate open all night and none of my dog will leave the yard. If I walk out the gate with a leash in my hand and call them to come they WILL NOT leave the yard. If I hook one or more to a leash they will gladly come with me out for a walk. They are unbeatable as a pack. No, I say no body or other creature can trust pass without having to deal with my pack. The pit bull would never hurt any person. The Rottweilers have a hell of a bit and the Doberman can make it from the back yard to the front gate in about 2 seconds, the b*tch is FAST! The three older ones have been trained to not take food or treats from strangers. Still working on that one with the Rottweiler pup. None of these dogs are kept in a cage they roam freely in the yard and often come into the house for some "leader of the pack loving". They tolerate the two employees but are very loving to Maria and I. When we need to let a stranger in the yard we close the pack in the back yard, I call it Doggy Jail.:headphone::sneaky:
    And that is no :poop:.

Jim, your dogs are pedigree easier to train. My dogs are aspins very difficult to train, having said that if they do go outside they won't wander off just sit outside the gate. There are other pinoy dogs that belong to owners that just run about. I live in the sticks near the sea and the nearest road to me is about a kilometer from me. I am surrounded by fields and the next house to me a Pinoy community live. We don't all live a residential area. Having said that the Pinoy dogs that run about are a pain in the butt especially at night yelping. Mine are in the compound locked inside the gate.

    I don't know.
OK. Let's start with dogs that are roaming around and do not have a collar. This should take care of at least half of the population.

Because society has decided it so. Maybe when Fido can get a job, pay taxes, become an independent productive member of society and band together to protest for doggy rights the courts could decide he has some agency. Though that is unlikely as we still struggle to give full equal rights to many in our own species that are capable of pulling that off.

Driving past Agan-an beach in Sibulan, I spied a dog frothing at the mouth, heading down to the beach where families were passing a Sunday afternoon. Around the corner I stopped at the police camp. Not many people around. An officer, apparently of some rank but wearing camo came out, and I described what I had seen. I urged him to take action. "The dog is headed to children", and "It's an opportunity to use your weapon." Nothing came of it. A friend advised me after that it's not the job of the police.
