No Tricycles/Pedicabs between Dumaguete and Sibulan?

    There is a news item (on another web page) that is concerned with a new prohibtion on tricycles and pedicabs on the North National Road between Dumaguete and Sibulan. The news item is about 85% in Bisaya, so I can't really tell what is going on. Something about a victorious lawsuit by the jeepney drivers.

    Does anyone know the details? Does it affect tricycles to from the airport? Looks like tricycles are being shunted down the road next to KIA which is evidently the city limit.

    Since Bisaya is not an official language, would you post in one of the official languages? English? Fiipino (Tagalog) is ok if you spell it correctly so Google Translate can do its thing.

    Pedicabs or trikes are no longer allowed to ply the national highway, according to the new law. I do not see it taking effect yet as I still see pedicabs freely using the national roads. I think it is about time that the city do some cleanup of its small city streets by assigning pedicabs in smaller roads or inroads.

    they are indeed routing all the pedicabs down the road next to Kia. I'm not certain how this will effect getting to/from the airport.

    I have a vision problem and can't drive so I rely on trycycles for transportation, now I'm screwed. I will have to rely on a motorcycle driver I don't knout I have to admit because of my eyes I have been using them for nearly 10 of my 22 years here and never had a problem other than a flat tire. I feel much safer riding them than on the back of a motorcycle where I have no control over the driver I don't know. Also hauling my dogs to the vet or groceries (a bag of rice, a bag of dog food and lots of other stuff) home will be very difficult.

    My 16 year old daughter and her classmates ride together on a trycycle coming home from school to the airport area, I think she will have to go to Changgi market and wait who knows how long for a multicab. I just wish they could expand public transportation before banning the trycycles so many people count on

    Why not get the number for one or two drivers you trust so you can call ahead, knew a friend who did that. If you tip decently should work ??

    That's fine for me, but can't haul my dogs, and all my groceries on a bike My wife freaquentlt goes to town and loads up a Tryke with supplies for the house easyrides will be very crowded and won't be able to haul much. So I will have to hire a car and driver or a private easyride every time we go shopping?

    Thanks for the info. But it sounds like this enforcement is a result of a lawsuit by the jeepney drivers. Maybe it was just to force the police to enforce that law. In other words, sue to make the LTO and police do their jobs. Seems like it's only between Sibulan and Dumaguete.

    Does anyone have references to any of this?

    The HPG was diverting them for a few hours and as soon as they left it was business as usual, but if this law sticks I think next will be the south highway. There timing was strange. The north highway traffic has been horendious while the road was being replaced from Agan-An to Sibulan but now it's finished and traffic seems much less of a problem.

    The law's not new but I guess the enforcement is. Here's a press release from 2011 (which reference a 2007 memo):
    “...please ensure that the ban on tricycles and pedicabs along national highways is strictly observed,” said the DILG Secretary [Robredo] in his directive to provincial governors, city and municipal mayors....
    Robredo, however, pointed out that tricycles may be allowed to operate along national highways if there is no other alternative road network available, such as routes beyond the town proper, subject to the prescribed guidelines of the Department of Transportation and Communication...This ban should not be imposed by LGUs if the national road is the only available road which these types of conveyances could use, he stressed."

    - Regarding Dumaguete specifically, it's been the mayor's position (2018) that it doesn't apply WITHIN city limits.

    - Anyway, here's a reference to enforcement regarding Dumaguete-Sibulan. It's the position (2018) of the police that there ARE alternate routes, so they will presumably enforce the ban.

    but there are no alternative routes to the airport, so I would assume they wouold allow a pedicab to deliver a passenger to/from the airport.

    Is that too logical to work here?
