    Trip goes through South Korea one way and Taiwan the other, so my plans may be made for me.

    According to government news agency and health departments, there is only 1 PUI in the central visayas, 30 in the whole country, and ZERO confirmed "admitted" in the whole Philippines. Given the fast spreading in other countries, I am a bit skeptical of the lack of cases, but have no VALID proof of anything different. Annoyingly, neither department has posted any new press releases in almost a week.. Have seen varying news on incubation, I think the current thinking is 14 for quarantine purposes. (maybe)

    We still wear masks (as you say, two of a very few) in places like Robinsons or the bank, and have cut our trips there by 3/4... Don't wear masks going into restaurants since have to take them off anyway. BPI staff was wearing first week, not lately, but we WEAR in a crowd that size. Should this thing be hiding somewhere, I don't was to be the first to get it. Going into mercury, definitely wear. And car traffic does seem lighter.

    If I had to fly these days, I would NOT do a transit stop anywhere in Asia. It seems to get worse each week.

    Cabb, at this point, I see no reason to avoid Dumaguete. What does your airline say about transiting thru SoKo or Ta..????

    Cebu Pacific just cancelled my March 8 flight from Cebu to Seoul, full refund, no rebooking to there; CP seems to have canceled ALL flights to/from Korea for a month -- PhilAir has cut more than half of theirs -- WOW what an over-reaction !!! :-O :-(

    Over-reaction, I think not. ?????
    Perhaps the newer cases are a slight mutation from the virus that surrounded dozens of dumaguetians who came in contact with the couple here in late January with the virus, remember the male of that couple died.

    From the NY Times: <<SEATTLE — Troubling new signs that the coronavirus is spreading in the United States emerged on Friday, as cases not explained by overseas travel or contact with a person known to be infected were reported in California, Oregon and Washington State.

    Officials from the three states announced that their testing had found new cases: a high school student from north of Seattle; an employee of an elementary school in Oregon, near Portland; and a woman in Santa Clara County, Calif., in the heart of Silicon Valley.

    Sixty-five cases of the virus have been reported in the United States, but until this week, all of the cases could be explained by overseas travel or contact with someone who had been ill.>>>

    It changes every time I check and since on 2 different airlines and 2 different countries a tad more complicated. The deciding factor is the ending country, so it's more challenging getting to a place than leaving. Even leaving a "clean" country can be challenging as there may be travel though a questionable country. In addition, there isn't much point in sending an empty plane to pickup people, because they can't bring any people in to the country. South Korea just recently became a hot spot, but it's just certain areas...for now. Will the Philippines continue to differentiate between people traveling through and people that have been in Southern South Korea or China. Airlines seem to trying to get people they took out and then suspend flights or decrease flights. They can see who went and when they return, so they can put together a plan to get most of them out and then they suspend the flights. Here is an example from KA. Some suspended, some certain days, some decreased and notice that the restrictions start at different times. The refund and change policies are equally interesting.

    There are currently 3 refund/return policies. This is applicable to travel from the US through Incheon.

    1. Routes : flights traveling from U.S/Canada/Mexico to Korea and/or from U.S/Canada/Mexico to other destinations transiting in Korea

    2. Departure Date : ~ June 30, 2020, Issued on/before February 25, 2020

    3. Applicable Charges

    • Permission of date/itinerary changes. Waiver for 1st re-issue penalty (difference in fares and tax should be collected)
    • Waiver on fare difference
      - Rescheduled departure date on/before May 31, 2020
      : As long as travel is rescheduled between the same cities and cabin class as the original ticket
      - Rescheduled departure date in between June 1 ~ June 30, 2020
      : The reissue fee will be waived, but fare and tax differences will be applied.
    ※ Ticket must be completely unused.
    ※ Waiver applies only for the ticket changes with a new departure date on/before June 30, 2020


    On the return side Taiwan was originally included due to the One China policy, but that was recently that was relaxed by the Philippines. Here is the latest on China Airlines which was relaxed, but may tighten up again.

    Ticketing handling Guideline of CI/AE operated flights to/from Manila/Cebu, due to the fact that Philippine government has decided to lift its travel ban against Taiwan

    1. Eligibility: Passengers holding CI/AE valid tickets issued on/before 11FEB20 with confirmed bookings on CI/AE flights to/from Manila between 11FEB20-20FEB20 or to/from Cebu between 29MAR20-11JUN20.
    2. Application Date:
      to/from Manila: Must file applications on/before 20FEB20.
      to/from Cebu: Must file applications on/before 30APR20.
    3. Rebooking/Reissue/Reroute:
      a. Tickets within validity can be revalidated with booking class/Carrier/airport shown on tickets remain unchanged on CI/AE operating flights. Any fare/tax differences incurred by rebooking shall be waived once. Passenger to/from Manila matched the Eligibility above, if the tickets validity are going to expired, the whole ticket can be extended to 31MAY20 and ticket handling must be complied with the guideline.
      b. If the passenger changed the booking to CI703/704 because of the previous travel ban, it allows to rebook on the same booking class of the original flights(TPE-MNL CI701/702 or KHH-MNL CI711/712) without collecting fare/tax differences and reissue charge only once.
      c. Any fare/tax differences incurred by rebooking on different booking class /rerouting shall be paid by passengers and the reissue charge shall be waived once while rearrangement to other airlines are not permitted.
      d. Ticket issued on CI website please contact branch office or Call Center to change booking.
    4. Refund: Full refund for unused tickets without imposing any refund service charge or penalty. Payments of chargeable seats, pre-paid excess baggage can be full refund. (Tickets issued on CI website can be refunded via "Refund Ticket" portal)
    5. Not applicable:
      a. Passengers holding OAL tickets shall comply with OAL’s ticket rule.
      b. Discount tickets are not applicable for the principles. Group tickets please contact your agency.
      For the details please contact your travel agency or CI/AE branch office.
    I'm sure it's only going to get more interesting as airlines walking a balancing line trying to serve the customers, preserve profits and meeting country limitations. It's pretty crazy. In my case, these are independent one way flights, so one might get cancelled and the other one not. Fun. Fun.

    Woman from the Philippines who arrived in Australia has tested positive for COVID- 19. We already have community transmission, which has gone undetected due to lack of active surveillance by the DOH. Like, we can't have cases if they don't test!

    The article states: "A woman in her 60s who arrived back in Australia on March 3, and who tested positive for the virus, is believed to have returned from the Philippines. Her travel details are being obtained and will be disclosed if she posed a risk to any other passengers on her flight." It says it believes she returned from the Philippines it doesn't say she came from the Philippines. This may be because she is a Filipino (which are a large community living in Australia) I have been trying to search for confirmation of this on Australian media but have not yet succeeded. You may be right with your assumptions of undiagnosed local transmission but your assumptions may be premature.
