    starting march 15th metro manila is shut down no flights in or out

    They’re still allowing international flights, just no domestic flights until the 15th of April. But it’s pretty pointless if Manila is just your stopover point and you’re headed towards the provinces.

    LOL, exactly, which is the situation my asawa is in. She flies into Manila on March 29 and was supposed to fly to Duma on April 1. Impossible to get through on the phone to PAL right now.
    And PAL online was still taking reservations for her Duma flight as of earlier today!
    We're hoping this turns out to be short-lived like the Taiwan travel ban. Waiting for details.

    Problem with local carriers, they make it so painfully hard to ask for a refund.

    Cebu Pacific Airlines is offering passengers who cannot fly due to corona measures to cancel their flight and put the amount paid for the ticket in a travel fund which can be used for a new reservation within 180 days.
    Quote from an email I did receive from CP:

    Dear ......


    We understand that you may be feeling uneasy about traveling, because of COVID-19. Please allow us to share with you some measures we've taken so you can travel with peace of mind.

    Cebu Pacific practices precautionary measures such as frequent extensive disinfection of aircraft, provision of gloves and disinfectants for our cabin crew, and the use of HEPA air filters in our aircraft to block 99.99% of contaminants and viruses. You may hear from our team here.

    We continue to operate our flights as scheduled. However, in case you change your mind about your upcoming flight, we are providing passengers traveling this March and April 2020 with the following options for more flexibility: You can put the full cost of your ticket in your virtual wallet. We've extended its validity to 180 days, so you can use this as payment for future bookings as far as 12 months out. We will also send you an email reminder 45 days before your travel fund expires.

    With Cebu Pacific I just went online and did it in a couple of minutes. My flight time had also changed slightly, so the refund button may not always be there.

    I meant before Covid. Talking to an operator before to get a refund was torture. I’d need to be heavily bribed to do that again.

    And from what I understand, although PAL is also offering free rebookings, and maybe refunds, you can't do it online, even if that's how you originally booked your ticket. They have also only officially cancelled domestic flights during the first week of the "lockdown".
    Since my wife's affected flights are not for another couple of weeks, I'm not going to even try to contact them until Monday at the earliest. Their phone lines are simply overwhelmed right now.
    One other note, and I think this applies to either airline, you may get a refund or be able to avoid a rebooking fee, but if the fare you originally got is no longer available, you pay the difference. For example, in our case we booked really early to get a discount fare that won't be available now if we have to rebook.
