This is the prob here,no one really knows what the law is and each municiple has different rules or interpretation of the rules or law or if there is even a law.
It has to be adopted and implemented by LGUs. It says in the order that LGUs are highly encourage to participate. It is how the Philippines has always worked and I'm pretty sure it is how government was designed to work...and personally, I like it that way. You should add "possibly coming to a town near you" to the end of every law and executive order you read as the national and provincial government levels have limited capabilities to enforce their laws. They almost completely rely on LGUs to play along. Which is a good thing IMO as it gives the people more power and control over their own lives since they can more easily influence how, or even if, laws will be enforced and can give plenty of pushback to people sitting in a palace in Manila. So until you hear something from your Barangay Captain or mayor you really shouldn't worry too much about any law or executive order...just know that it could be implemented and be prepared for it.
Provincial Government of Negros Oriental 58 mins · #FYI Clarifications on EO 24: 1. The Provisions on the Adoption of Guidelines issued by OPAV shall be held in abeyance subject to the enactment of a Local Curfew Ordinance by the Sangguniang Panlalawigan; 2. On the Curfew hours of Minors and the General Public, the prevailing law is EO 21-A, Series of 2020. The 24-hour curfew shall be implemented for minors. For the rest of the population, 9:00PM to 5:00AM, the following day; 3. The Issuance of a Community Quarantine Pass (CQP), while we are under General Community Quarantine (GCQ), is not required. However upon their sound judgment, Barangay Captains may issue CQP to every household so as not to encounter additional problems when the time comes that we upgrade to Enhanced Community Quarantine, if condition warrants; 4. The NO ENTRY POLICY, either RESIDENTS OR TRANSIENTS, as recommended by the Medical and Quarantine Task Group, shall be enforced starting 12:01AM, 26 March 2020, in all borders, airports and seaports; 5. We are not on LOCKDOWN! We are on Community Quarantine. All individuals, local and foreign, are advised and encouraged to stay indoors to lessen time of exposure and contain the spread of the virus. WE CAN DEFEAT COVID-19 BECAUSE WE ARE NEGORENSES! By Authority of the Governor: Bimbo G. Miraflor PIO

However, it's useless to argue the topic with locals that are already putting up barricades i guess.
We called yesterday and spoke to a person at the Sibulan Municipal Hall who seemed knowledgeable, she said that enforcement of the quarantine pass will not begin for at least 2 to 3 days because the Barangays were not prepared with the materials needed to create the passes. She said they are all scrambling to create the passes as quickly as possible. As they expect that all persons are currently staying at home, and they do not want crowds of people coming to get passes, when the passes are ready they will be sending out teams to go house-to-house and distribute the passes.
So now the PNP gets into it. No more back riding on motorcycles, for anyone. I guess they have a ride sharing called Habal habal, I can understand that. Now, I live with them, I eat with them, I hug them, I kiss them, I sleep with them and do everything else with my family. But now I can't have them on the back of the bike?? What it really tells me is the state of the Filipino. They know if they make this obvious exception that every Filipino will claim they are a family member living in the same household (which could be true). Says a lot about integrity and honesty here.
