Ok, that is the provincial government but what about the city/LGUs? Can they implement and enforce their own executive orders independent from the Governor/President?
No, but I am colour-blind, I see colours as I want to see them - it is a very strange medical condition but it does mean I can go out at any time.
That article was from a meeting on March 27, then on the following day (28th) he went ahead with issuing the ECQ order to go into effect April 3.
It's all very confusing. I was told today that ECQ (when/if it goes into effect) would completely quarantine "senior citizens" (I know we can quibble for weeks on here about the 'citizen' part) 24/7. But I can't find that online. But if it's the case, how is an over-65 person who lives alone going to be able to eat after the cupboard is bare? Is the city going to deliver free food to that person (me)? It has to be free because I will run out of cash in my pocket and not be able to go to the bank or ATM.
My partner was issued a quarantine pass today by Barangay Sagbang. No color code. Barangay Bong-ao is saying they are not issuing any yet awaiting instructions from DILG on how to do it. These are BOTH in the same municipality of Valencia. I am an inveterate "rules follower" (with occasional excursions from same in relation to speed limits.) But I have to know the rules (in English...or good Tagalog which Google Translate can handle.) Little that makes sense is forthcoming. I would say this might be an argument for federalism in the Philippines, but federalism seems to be non-functional (and detrimental right now) in the US. So, maybe not a good argument.
If we survive (with no food supplies) then perhaps all ALIENS who assisted the country (that means all of us) will be given free citizenship. Not.
Very confusing indeed. https://pia.gov.ph/news/articles/1037499 https://pia.gov.ph/news/articles/1037513 Published the same day on the same website , but completly opposite. Apparently the 27th there was no plans to pass the ECQ et the governor nullified the section 3 of executive order No 24. But the 30 th of March the governor issued executive order No 24
I suppose, from the actual language that only Dumaguete passes would be color-coded. That might make sense for the population center.
