Questions Concerning Quarantine Rules and Guidelines - Business Hours

    Secure a temporary safe pass to enter the city, which is only allowed on the following days:

    SUNDAYS 7:00 AM – 12:00 PM
    TUESDAYS 1:00 PM – 6:00 PM
    THURSDAYS 7:00 AM – 12:00 PM

    They may voluntarily surrender before the checkpoint their driver’s licenses or original copy of the Certificate of Registration to be granted the temporary safe pass.

    They must also comply with these policies: No helmet, No Entry and No Face Mask, No Entry.

    Every person is subject to thermal scanning. Any person who has a temperature of 38 degrees Celsius and above shall be refused entry.

    The driver’s license or original copy of the Certificate of Registration will be returned to the owner upon exiting the same checkpoint and upon surrender of the temporary safe pass.

    ONLY residents from Cluster 1 Bacong, Dauin, Zamboanguita, Valencia, Sibulan and San Jose will be allowed entry but only to buy basic necessities, food and medicine or access medical assistance and essential health services.

    PERSONS belonging to Clusters 2, 3 and 4 will only be allowed entry to access medical assistance or essential health services in the city.

    These measures are adopted to prevent the spread of COVID-19 and to keep the city safe.

    maybe I am too stupid to understand. first they give us the clusters:
    cluster.jpg
    so, with my red ecq pass from Bacong, valid for monday + thursday, my understanding was it is valid for cluster 1, so I can move in cluster 1. that includes Dumaguete, but not Bayawan, f.e. simple, isn't it? today they tell me, there are special entry dates for Dumaguete:
    SUNDAYS 7:00 AM – 12:00 PM
    TUESDAYS 1:00 PM – 6:00 PM
    THURSDAYS 7:00 AM – 12:00 PM
    so I cannot enter at the checkpoint today, monday. makes sense, or not? and how can I go to Duma on sundays, when I have to stay home on sundays 24 hrs? and why should I go there, when evrth is closed? it's more fun...

    the barangay informed us right now, the red pass owners can enter Bacong only Monday 5am - 5pm, Thursday for Dumaguete 7am - 12 noon and Bacong again 5 to 5

    Just received updated QPass from Bacong Combado. Tue & Wed 5:ooam -5:00pm. So Tuesday only for Dumaguete

    Well it wasn't ME that said that! ;-)

    You have to take into consideration who is issuing what rule or rules. Someone posted something trying to point that out - the fact that there are, just like in many of our home countries, multiple levels of authority.

    You have a pass issued by Bacong - it really just has significance in Bacong.

    You posted something regarding the Clusters - that's issued by the NegOR provincial government, so that's applicable to all LGUs (within NegOr). BUT, it doesn't preclude more specific restrictions being issued by LGUs, it doesn't say 'access at all times'. What it really says to me is 'no travel between clusters'.

    It's really no different than the way things work where most of us come from - different rules being established at different levels. Sometimes those rules may even conflict, just as they seem to be when comparing your non-Duma pass with Duma's entry rules.

    You're from Cluster 1, so you can enter Duma on the dates/times already posted. How/When your own LGU restricts you is of no concern to Duma. I don't *think*. haha!

    And really, it's not even a conflict, it's simply not coordinated across LGUs. But remember, Duma only has 3, half-day slots allocated to out-of-towners. So difficult to coordinate even if they wanted to try. *shrug*
