Doubt it. Fields will be cleared to plant corn, casava, etc. No trash pickup in many off primary roads areas.

Think it went into effect about 20 years ago. Should have an answer by now. ;-)

from time to time I think about paying a bunch of students to distribute flyers like that (somewhere ive seen one with bisaya text as well) at the public markets

But then that may or may not already cross the line of whats allowed for non citizens in terms of political engagement.

Unfortunately it's up to the Barangays to enforce that, and they couldn't care less in most cases. It would be interesting to know if there is anything that could be done to sanction such non-enforcement of existing laws - like taking the Barangay to court so they will be fined or so.

Especially with this Virus around currently having cleaner air would most probably directly contribute to the population's overall health, even more than usual. But it's of course much easier to spray disinfectant everywhere.

At IBM, Customers and the press often asked about the toxicity of the burning plastics of products we designed. Our plastics were pretty non-toxic and we did have very good toxicologists working there in our Boulder Colorado too lab. We never used known carcinogens or other toxic formulations. But to make their point to the regular people who were not scientists, they would say it was no more toxic than a pile of burning leaves lol. I suspect in the intervening years, no newer studies were conducted indicating that leaves were hazardous waste but I am retired now and could be wrong.

I wouldnt say burning leaves are as hazardous as burning most plastics (honestly - maybe there are some leaves on earth that are comparable to plastic in toxicity when burnt, but thats certainly not the rule. whatever they told you at ibm...) if it only were for the fact that its impossible to put out clothes for drying when all the time somebody somewhere feels the need to make a fire that would already be enough for banning it.

and then, ask someone with asthma about the effect of those "non toxic" fumes on their well being.

also, nobody ever said leaves (or plastic, for that matter) were hazardous waste. burning them is the problem and there's laws against that for good reason, not only in this country.

Since Homo sapiens began to evolve millions of years ago, the human body has been able to slowly adjust to occasional forest fires and the like. Now, introduce man made chemicals to the body such as trans fats in Star Margarine that the body has not had time to process by evolution and that is a different story, I wouldn’t fluff off the toxicologists at IBM; certainly these Phd’s defended their employer’s product line but they did require data and scientific studies that could be peer reviewed by suspicious environmental scientists in the community. On the whole they were far less biased than the “climate scientists” of today who are almost never subject to peer review. Adding to that, IT manufacturers today rarely spend the big dollars needed to build toxicology labs to test their products (and yes, some burning plastics are extremely hazardous), they simply build poisonous products and never get sued. IBM is very conscientious compared especially to Chinese manufacturers today. But I must avoid giving my opinions on the environmental topic and the nasty killer corporations, in keeping the group free of that kind of alarmism; you cannot argue with religious faith but I do think the warning on the sign illustration is a bit over the top when it says burning leaves “poisons” the environment. Of course this could cause problems with asthma; on the other hand, asthmatics had better protect themselves from all sorts of smoke and airborne chemicals commonly used in our society, including insect spray and the neighbor who may occasionally burn some leaves. I realize I am on a topic that I cannot win and don’t care to win but I just wanted to say that some government interventions such as this, and plastic bag bans are another, have almost no effect on whatever it is that certain virtue signalers wish to accomplish. Finis. The end.
