With the Qpass system back in place, are we really back to ECQ again in terms of going outside and traveling locally? The new order says that we are "encouraged" to stay home unless going out for essential reasons. So is this mandatory? Or truly just an "encourage"-ment? The way I read the new order, it sounds as though the Qpass ("Easy Access Pass") is mandatory for entry to Dumaguete, but whether the pass will be enforced when traveling between other local towns will depend on the discretion of those local governments. Anyone know if this is just a Dumaguete thing?
We don’t know. People with work passes in just about any industry but tourism could out during ECQ, so unless you’re a construction worker there’s little difference. Any barangay or municipality can require Q passes to enter and restrict entrance to (for example) those on ‘essential’ business. ‘Essential’ being defined however they please. YMMV There is no end in sight
