The one I refer to used to hangout at Robinsons on various days but had an office in the old BI in Cebu. He got set up by an American I believe and was caught in his office accepting the bribe resulting in his dismissal.
There could be two different people. The one I dealt with sits at a small desk in the small office on the left in the J Mall in Cebu office. My wife and I and a friend went to renew our 13a ACR-I cards. He wanted a fee to follow up our applications "personally". When we went back a couple of months later to get the ACR-I it was amusing to list to comments from people in the line-up as the dirty fat F*** walked along the line looking for his next donation. "Is the the Fat F*** always looking for money". "If he gives me any of his BullS*** today I'll knock the F***er Out". He's not exactly popular with the foreigners, I'd say. This was just over a year ago. I hope he's gone.
I had the same experience with that guy, and several friends told me he scam them from 1-5000 peso for nothing, I walk away there are other places to renew the visa His favorite number is exit clearance, some people feel pressure, he knows how to "help you"
Yup sounds like him. B....ard should have been locked up because he not only ripped people off but could be used to cause a lot of trouble if one of his "foreign friends"made a request of him.
