Correct, GCQ allow more freedoms. My understanding is the national liquor ban has been lifted, and is solely up to the LGUs now to repeal if and when they want.
I wish my local sari sari would start to sell booze, they said not heard of the ban being lifted. I heard too that the booze ban has been lifted.
National laws are usually just suggestions to LGUs. https://business.mb.com.ph/2020/04/27/dti-points-to-lgus-on-decision-to-lift-total-liquor-ban/
If the Palace does not come out and bless it, you can bet the Governor or Mayor will not touch the issue. They have no independence of thought, mere puppets waiting to be told what to do next.
I suspect that lifting the liquor ban in Negros Oriental is not even an active issue being thought about, not that the gov is particularly against booze and beer but because the locals (voters) don't really care unless a it gets close to major holidays or large fiestas. They may as well keep the ban in place if no one is complaining. Locals here drink to get drunk but only during certain periods. Expats and tourists do not vote so they are ignored.
Checking Lazada now. I see that you must specify "alcohol yeast" because brewers yeast is also an expensive health supplement and useless in this effort to avoid the liquor ban. Lot's of options there.
The liquor ban may not be important to the local government but I am sure it is to the producers, tax office and local shop keepers!
The guys on the beach next to my house get drunk everyday.. if no Red Horse they switch over to Tuba..
It may not come down to 'votes' and who does or doesn't. It may come down to lost tax revenue from businesses and the VAT that is being lost. But as usual, they can't see past their noses until it smacks them in the face. Next tax season, when revenues are down considerably, they will realize to late that they were wrong. But of course they will never admit it.
