I have spoken with kids, often boys around 11-14, who actually are very bright - showing great interest and knowledge in science. There are some very bright people here, but not all can afford education to a higher level. I have also spoken with a 16 year old, who gained HONOURS in their grade, who has the same standard as an 11 year old in the UK. Unfortunately, Grades include points for cleaning the classroom and attending after-school dance classes for parades and similar activities.
So true - but also too many leave it all to the schools (as in a lot of countries) and accept poor standards as they know no better, don't care or will not complain.
If you cannot find them locally then you need to phone around hospitals/clinics starting in Manila/Cebu/Davao and then progressing through big cities. Ask if they can be delivered to you in Dumaguete. Any competent doctor/nurse (perhaps) can then do the inoculations.
http://quarantine.doh.gov.ph/oral-polio-vaccination/ BOQ part of DOH will do oral vaccinations for polio. Trouble is I think the closest authorized dr. is in Bacolod. The local Health Centers do the oral polio vaccine but I am not sure it they give to adults. They probably do measles too but I am only sure of the polio. I am not sure of the age cutoff. There is a Health Center, although it does not look like one, on Tate up past Forest Camp. There is another, bigger one, on the Palinpinon Rd. just past Terra Alta on the opposite side, before you get to the Palinpinon Barangay Hall. Neither has a sign and they are open only certain days. In Palinpinon when they are there they have a dr., nurse, and helper. I'm sure there are others but I don't know where. You should inquire at your barangay hall as to the schedule and location of the health center in your location. The DOH uses these health centers for polio vaccinations.
Bacong has a health center. Doesn’t hurt to give it a try. I know they give kid’s injections, not sure about adults. Good luck.
