They were careful to specify that the shields were between husband and wife or GF living in the same house (and that is what makes everyone question it so much). I don’t think habal habal backriding is even allowed because the passenger is not wife or GF. However, rules keep getting updated and I am not sure now if non-spouse/GF back riders are allowed (with shield). Whomever came up with this failed to understand the Bernoulli principle that the wind speed decreases the static pressure on the rider which in effect places the airborne virii or droplets breathed out by the driver right smack into the face of the rider. Once again the whole thing is being practices along farcical line. Go out of town to any area or route where there's no checkpoint and you'll see multiple pillion passengers without barriers. Yesterday, four up on one bike. People are just diverting around checkpoints or stopping and unloading pillion before the checkpoint, as I've seen.

I just got back from a ride to bais,then mabinay and up onto the rd over the mountain to ayungun and back via the coast and saw a few checkpoints,got stopped for a temp check on one of them. Only saw 3 plastic dividers the whole time,most are riding 2 up when outside of dumb rules duma. I never saw any checkpoints outside stopping backriders.

I am not sure what is meant by “clutch and away” but I must assume you successfully concluded the matter with authorities before speeding off. Nobody likes this law but IF you are a foreigner, please at least pretend to respect the host’s rules, otherwise you make all of us look bad. Starting tomorrow (August 19, 2020), motorcycle barriers will no longer be required for riders living in the same house in areas under general community quarantine (GCQ). This is provided that both riders have face masks on and full face helmets while riding. Motorcycles must be privately owned and not for hire. Riders must also be authorized persons outside of residence (APOR), according to a new mandate from the National Task Force on COVID-19. Riders who do not live in the same house must still use the approved motorcycle shields.
