It says that Mt Taal vented steam so they went to level one. Not went to level one because Mt Taal might vent steam. I have a home in Alaska and we have never had a notice that a volcano might erupt until it shows signs that it might. This is my last comment as I don't want to upset you and be banned to the pointless forest again. Peace!

Well it would appear that there are a few volatile people around but that might be down to venting of frustrations

the united nations established a 12 station earthquake monitoring system in the philppines so this must be part of that system? i read that PHILVOLS works with and uses data from the USGS and NASA as part of their assessment and early warning process. i think USGS and NASA are very involved in providing data around the pacific rim with most or all of the affected countries, partly as a defensive measure to give early warning to the US west coast in case of disaster. something i read said the phils was the 3rd highest country in risk for major diasters and i think most of us have seen or know that seems to be true. surely japan is also high on the list

    https://volcanoworld.wordpress.com/2009/03/06/how-do-volcanologists-predict-volcanic-eruptions/
Meaningful prediction requires careful monitoring of a volcano’s vital signs. Seismometers can be used to pinpoint earthquakes which track the rise of magma and its movement along fissures. Measurements of the tilt of the entire mountain provide additional information about the “breathing” of the volcano as magma moves inside it. Instruments that sniff SO2, CO2 and other gases also can signal changes in the volcano. At some volcanoes the seismic information seems most reliable, at others the tilt tells the story. But the best predictions come from the combination of all of these methods into a volcano monitoring and prediction system.

each volcano is unique. The pattern of events that signifies an eruption at one volcano may not occur before an eruption at a different volcano.

If you mean that careful monitoring will provide a prediction then you are wrong other than the qualification the prediction will carry with it the percentage likelihood of an eruption. I know you included "meaningful'' but just what does that mean? All a little confusing to me especially as Mike has provided an excellent summary of what "prediction" is all about.

i agree with you mike. there is some potential for predicting a significant eruption. there is some ability to forecast more earthquakes where they come in clusters, but even the phils system has stated recently that "no country" has the ability to forecast single quakes
