    Scheduled Power Interruption on Dec. 20, is CANCELLED. The power interruption would have affected Feeder 1 of Tanjay Substation. NORECO II will prioritize working on the damage brought about by TD Vicky. The power interruption will be rescheduled to another date.

    I don't think this is anything to do with the 'delinquent accounts'. This is a maintenance job.
