I am currently on Siquijor and want to go to Cebu in the least painful way possible. And by pain, I mean avoiding quarantines along the way. There is ferry service between Siquijor and Dumaguete, but I do not want to stay in Dumaguete. I want to travel onward to Cebu. How can I avoid the mandatory quarantine for all travelers arriving in Dumaguete? My plan could include hiring a taxi or car to take me from Dumaguete to Cebu city if that is possible. That would make the driver an LSI. Finding someone willing to do this, short of offering them a substantial payment, is extremely unlikely. If this is an emergency you may be able to work something out, after spending a lot of time and headache corresponding with local officials. If it is not an emergency I think your chances of getting there (and then back) in a timely manner is slim to none.
The least "painful" way is probably to charter a flight direct Siquijor to Cebu. Rohyle Air Charter could do it at around P30k last time I checked.
