    Yes they have premium economy
They have interesting promos as well. Usually a couple of days before the flight they will offer you an opportunity (by email) to "bid" on upgrading to business class seat.
I bid on an upgrade. I was using my smart phone where I can't read sh!t. Here's my story. The actual cost elude so I'll just make them up.
Business Class costs 50,000 pesos, Economy Class costs 20,000 pesos. To make a bid their display has a slider you drag to the price you are willing to bid. The slider starts at 21,000 pesos and goes up. Their website "gives" the impression your bid will be the total cost of the ticket.
    So.....
I was willing to pay 26,000 pesos to sit at the from of the bus. My bid was accepted. Great, yahoo, jubilation.
When the credit card bill arrived it was 46,000 pesos.

BS PS you have to pay for wifi, even in business class.

PAL is pretty much a criminal organization from my perspective. I generally fly Emirates into Manila, but plan to try it through Cebu next time.

Back in my travelling for work days if i was heading to the Middle East or North Africa it would be Qatar out of Cebu.. Then onward would usually be on Emirates.. both good airlines, new planes and decent food.. Houston area, Mexico or South America would be Japan or ANA out of Cebu to Narita, then Continental to Houston and beyond. UK or Europe was always Cathay Pacific out of Cebu to Hong Kong, then onward to London on Cathay also..

Good idea...time it such to enjoy the shuttle to Dumaguete from Mactan if possible. I’ve been doing this from Dubai for yonks.

I believe CebPac do a Kuwait City run too. They do from Dubai. Like PAL, avoid...but for OFWs must be a godsend.

You get a car from Mactan to Duma?

I do Mactan to way down south of Cebu that's a pain and 3 hrs on a good day. I have often thought of flying into Duma and car back to south end of Cebu.

Ooooops...mea culpa, I mean the shuttle flight. Cebu traffic is a ‘mare. Takes hours just to get through the place let alone drive on to Santander.

Driving from santander to cebu or cebu to santander is a breeze, AT 4 AM. Takes about 2 to 3 hrs, traffic (including trucks) run at about 80 kmh (yikes). That was before the covid thingy. I remember the first ferry from sibulan to santander is early enough to beat most of the traffic.

Talking pre-quarantine, the FastCraft (locally, pronounced "pass-crap") 5 a.m. from Sibulan downtown port, connecting to a bus at Lilo-an, Santander, arriving Cebu about 9 a.m. Likewise, Ceres from Dumaguete terminal would be on a ro-ro somewhat north of Sibulan port when it sails at 5 a.m. So departing Dumaguete 4 a.m. or so.
