Anyone have any idea when the Embassy in Cebu will allow walk-in service? We need to obtain the Affidavit of Legal Capacity to Contract Marriage. Does anyone from the Embassy read or post on these forums? Thanks.

They ain't gonna do it, no how. Go to the consulate website for advice on alternative ways to notarize your 'I am not married' statement. No info on whether that may be acceptable. That depends on local clerk where you file your application for a marriage license. American consuls have always hated doing this. Some countries cannot understand that USA does not have a national registry of marriage. As a vice-consul explained to me, before doing it anyway, a long time ago in a different Asian country, at a US consulate far away.
Thanks, I appreciate the reply. Unfortunately the Local Clerk where we are currently living (CDO) will ONLY accept the affidavit of no marriage from the US Embassy. It was made very clear to me. It is even one of the items listed in the marriage requirements document they hand foreigners. We have completed all of the other requirements. So I guess we are not getting married then. No one from the US embassy has yet to respond to my question. Just the usual canned reply.
they did mine 5 yrs ago in the consulate in Cebu and charged 50.00 no problem In light of the ongoing pandemic, we are not providing walk-in services; you must have an appointment to enter the U.S. Embassy in Manila or the U.S. Consular Agency in Cebu. acsinfocebu@state.gov
That is unfortunate about CDO clerk. Maybe there is a workaround, going over her head. US Consulate did send out a letter re. affidavits, but I did not save it. The Embassy is short staffed--not only because of covid, the State Dep't was deliberately starved under the previous administration.
You have all been and are always very helpful on this forum. I have tried for weeks to make an online appointment. It seems impossible to get an available date. I can see the reasoning due to covid 19 and understaffing. I'm sure the people at the embassy have their hands full these days with many currently needing their help. I wish them the best and I will patiently continue to try.
