    Maybe that information applies for the USA and Canada, I don't know, but it is not a general requirement for all expats.
    I think the USA is one of very few countries that insist on taxing their nationals wherever they live on the planet. Most countries have entered into a multitude of tax treaties with other countries to prevent double taxation. Most common are tax treaties that follow the so-called OECD model. These treaties often determine that the country of residence is the one that shall be allowed to tax income, rather than the country of origin.

    I am a Canadian Citizen. i have lived here for years, i do not report anything and i do not pay tax, i am a resident here, why should i pay tax for money earned outside of Canada. I have been audited twice by the Canadian Government and was told just to fill in my name and sign the form.. i think they gave up, but i am still getting my pension..

    The US has an overseas earned income tax credit. If you make less than ~$110k USD and spend 330 days outside the country you shouldn't be paying any taxes on earned income...at least to the US. That income does need to be "earned income" and come from a foreign source in most cases though. We also have double taxation protections once you pass the $110k tax credit.

    The only official procedure detail I can find is this one here.
    When I was at the BI last week, I was told to also bring a notarized affidavit detailing the reasons for the application and any further documentation in support of the application like a medical certificate. I may know more by the end of this week, since I'll be applying for an extension myself (and hopefully avoid having to pay the 25k fee for only 4 months).

    I'm curious about how you will avoid pay 25 k for the application? I understand it that way, you have to pay a visa fee + 25 k pesos when you apply for 4 months extension

    Yes, that is entirely correct if you just apply for an extension beyond the 3 year limit as a regular tourist (the "covid-extension").
    What I'll apply for is a "compassionate" extension because of two reasons:
    a. I broke my leg a while ago, and am still recovering from that (can't walk yet), and
    b. I have been married to a Filipina for close to 4 years already, I just can't apply for the 13a visa yet because we're still waiting for the required PSA marriage certificate.

    Today's announcement from the government that the Philippines will reopen to foreign tourists as from February 10 may seem like good news for those needing to briefly exit the Philippines soon-ish because of the 3 year limit on tourist visa extensions (ignoring the extortionate fees for a 4 month "covid"-extension).
    And yes it is good news in the sense that you can get a "visa on arrival" again, however:
    only reasonably priced return tickets I can find so far are to Hong Kong and Kuala Lumpur respectively (each around 300 US$) but Hong Kong doesn't allow travelers from the Philippines yet (except HK citizens and OFW's), while Malaysia only has a "Langkawi tourist bubble" with the only available information on that in Malay language, so both those destinations seem a no go for now.
    Cheapest destination I could find that allows fully vaccinated visitors from the Philippines without testing or quarantine requirements is Cambodia, but the flights to get there generally take just as long as flying to Amsterdam lol.

    So for the time being I'll still wait for my "compassionate visa extension" application to reach a conclusion.

    Can you buy the travel insurance when you get the ticket and then get a refund? It's usually around $30 and I have successfully used it to cancel a flight before.
