    (l) “Parking or parked”, for the purposes of this Act, shall mean that a motor vehicle is “parked” or “parking” if it has been brought to a stop on the shoulder or proper edge of a highway, and remains inactive in that place or close thereto for an appreciable period of time. A motor vehicle which properly stops merely to discharge a passenger or to take in a waiting passenger, or to load or unload a small quantity of freight with reasonable dispatch shall not be considered as “parked”, if the motor vehicle again moves away without delay.

    This definition needs a little refinement.

    This is not really parking, but.....
    In the Bacong Fish Market along the highway people will park on the shoulder of the highway and other will stop in the slow lane. Still others will stop in the fast lane to go into the market. Any of these people could pull forward 10-20 meters and park at the side of the road.
    It's not people habit to criticize others and some people take full advantage of it.

    WHAT ! and then walk all the way back, its not going to happen, its more fun in the Philippines.
    On a serious note i often say to my wife that karma would be if one of the people who block/clog roads/entrances with with their stupid/lazy/ignorant driving attitude were in an ambulance and their last pint of blood were dripping out and they could not get to the hospital in time or if their house was on fire and the emergency services could not get to it on time because of somebody with the same attitude as them.:devilish:
    Now that's a rant.

    I hope you didn't give her your license. Anyone (friend, relative, staff) could have parked your car there. Why should your license info be necessary. As owner you are responsible for the parking fine. Since she was not very cooperative, I would have said: "Oh, did you think this was my car? It's not." and took a stroll around the block.

    This is good to know. But it still requires a trip to the city offices and finding a place to park (where you might be getting another ticket as you plead your case!)

    She asked to see my licence, I thought trafic enforcers did that when there was a driving offence?
