    Overstaying Foreigners

    Foreigners who have overstayed for twelve (12) months or less but have been in the country beyond the maximum allowable period already may be permitted to update their stay with order to leave the country within fifteen (15) calendar days therefrom and their names may be included in the Bureau’s blacklist upon the discretion of the Commissioner; Provided that, the Commissioner, in the exercise of sound judgment, may allow such foreigners to update and extend their stay taking into consideration their Filipino lineage, medical condition, minority and other analogous circumstances.

    Foreigners who have overstayed for more than twelve (12) months regardless if their stay is within the maximum allowable period or those found to be overstaying by virtue to a complaint or Mission Order regardless of the period shall be referred for deportation.

    Payment

    In addition to the extension/ updating fees and other charges, the concerned foreigners shall be required to pay all immigration arrears imposed by Republic Act No. 562, as amended.

    Hmm, difficult subject.
    I imagine that before the Philippines started allowing foreigners to stay beyond the three year tourist limit, things must have been pretty much as described above by others.
    However, since they charge 25k extra fee (plus the regular extension fees plus the express lane thingy) to allow one to extend for four months beyond the three year mark now, I reckon that for all those who already overstayed beyond that 3 year mark it's going to be a hell of a lot more expensive now to "catch up" (and they'd be lucky to avoid deportation and blacklisting).

    I'm not sure this is the wisest thing to put in to writing online. Immigration officers hold an insane amount of power over foreigners and basically insulting/defaming them online opens yourself not only to criminal defamation charges but deportation and blacklisting. Not only are you insulting the man (and his wife) but you are admitting to lying to an immigration officer about the reason for your overstay. I'm sure you attorney would have strongly advised you not to admit such things publicly.

    I hope, for your sake, that he does not read this and that you are already out of country. It does not matter if he takes delight in holding illegal aliens responsible for their decision to overstay since it is his job and he has taken an oath to do so. You are the one out of line and breaking the law, not him. He is just doing his job, even if it is with a lot of enthusiasm.
