I saw in the news that a law to register SIM cards has been passed.
Does anybody know if this only applies when a new SIM card is bought or are existing ones to be included ?

Just saw this in the news today.

Existing SIM card holders are also required to register their SIM cards within 180 days from the effectivity of the law. Failure to do so will authorize the telco to automatically deactivate or retire the SIM number and registration.
While there are no formal guidelines yet, the SIM card registration should be done through the following process:

    1. Submission of duly-accomplished controlled-numbered owner's registration form with full name, date of birth, and address. The registration form should be accomplished electronically through a platform or website to be provided by the telcos.
    2. Presentation of valid government-issued ID or other similar forms of documents as proof of identity.
The registration form should include an attestation by the SIM card user that the documents presented are true and correct, and that the user is the one who accomplished the form.

I read in the Inquirer that ALL SIM cards need registration, including existing ones. You must register within 180 days - but I wouldn't have a clue how to register it

After registration, be very careful what you post. SIM card registration is mandatory in around 90 countries today

Users will be required to register their SIMs with the concerned public telecommunication entity (PTE) — the telcos and their representatives. Registration will be at point of sale, meaning no SIM card will be sold to an individual who refuses to provide personal information. Existing cards are to be also registered.

For SIM registration, foreign nationals with other types of visas are required to present their passport, proof of address in the Philippines, Alien Employment Permit issued by the Department of Labor and Employment, Alien Certificate of Registration ID, school registration ID for students, or other pertinent documents

(does not apply to me as I do not own a cell and never will) This will be a huge Data mine of information, information that will leave all vulnerable to the unscrupulous.

11 human rights organizations call on the Philippine legislature to repeal or substantially amend the fatally flawed SIM Card Registration Act, which is a substantial threat to the rights to privacy, freedom of expression and information, and non-discrimination in the Philippines.

Drilon stands by anti-troll provision in SIM card registration bill
The author of the anti-troll provision says it's about time to address the anonymity in the social media that allows an environment for troll accounts and fake news

I thought that if a phone was powered on with a SIM inside then the technology exists to to track the phones exact location or has that level of tech not reached here yet ?
If that tech is available here then whats the point of making millions of people register so the authorities can catch text scammers.
I can just imagine what a dogs dinner the registration process will turn into.

This might go smoothly as the government is not involved in the registration process. Otherwise, I agree with CharlyB that it would be odds on chaos, involving a mountain of 'requirements'. The bill states that a data request to a PTE must be made by subpoena, so in theory it should be 'safe', but time will tell.

Burner phones generally can be tracked unless they use a 3rd party service than it becomes much more difficult. The next clamp down coming will be on 3rd party providers obviously. Thats the World we live in now.

Must admit we do this in Australia and I had to do it in Thailand so it is not a big deal for me.
