And the wife literally has to be standing next to the foreigner and she asks for the BB waiver - a member here reported a few years ago that his wife hesitated a few seconds before asking and he was stamped with the normal 29 day entry Visa.

My wife and I once forgot to take our Wedding Certificate out with us (her fault!) but were sent a copy via text by a friend and this was accepted by immigration upon our return at NAIA (it can depend on the officer, of course).

We were stopped in Cebu and questioned because in Texas it's a marriage licence (not certificate). After some discussion with the "in-charge", and mu wife getting irritated, it was finally approved.
On our next trip out we formally filed it with the consulate office so its part of the national database. Only took 1 day and no more problems (but we still keep a copy available because, well, this is the Philippines and we're dealing with airport staff.

I appreciate the reply, I am undecided myself about when to actually get a 13a (I don't think there would be tax problems involved for me, because the Philippines doesn't tax income from a foreign origin).
The main reasons why I am considering to get a 13a are
    a) there might/will come a time when travel outside the Philippines is no longer a physical possibility (old age and/or medical),
    b) less hassle with the BI after the initial application.
