It's the Philippines, even if they did the internet connection wouldn't work lol. I think VAXCERT was supposed to do this, but that system is not reliable. At best the vacination card has a QR code but that's only if you were vaccinate here. Recently I took a boat from Mindanao to Cebu, and Cebu to Duma - nobody asked. Bus from Duma to Cebu - nobody asked Plane from Cebu to Mindanao - nobody asked, but did need a mask on the plane. Side note: If you were vaccinated outside the Philippines nobody can verify.
