As our niece recently got in a bit of trouble driving a motorbike without a license we decided to help her get one, by help I mean pay a fixer to get it as we don't want her to have to spend a large part of her life hanging around the LTO.
All going well until the part where she has to go the LTO in person to pick up the student permit, she had to go last Thursday afternoon, LTO was "offline", result was hang around all afternoon then told to come back yesterday afternoon, guess what, offline again, still no student permit.
Even the best fixer in the fixing profession can't fix that.
Why do the people here take this kind of sh1tty service ?
If they don't start really complaining about things they will be third world forever, might even drop to fourth.
It's the law that you must have a driving license so why make it almost impossible to get one :bag::banghead:

    Because they can

I renewed my DL last month and my experience was similar to your niece's .
On a monday morning I had to stop the process due to "offline, just wait Sir". I went home instead. The next morning my wife called and they were still offline. Finally they were online on Wednesday, went to LTO and had a whole new set of problems to deal with. It's more fun.

Turned out Asawa and the LTO lady went to school together back in the day. She got hers in about an hour if you don't count the time reminiscing. The LTO lady messaged Asawa after 89 days to tell me to come in the following day. Sometimes you just get lucky.

Now getting the water and electric bills transferred into our name is another matter. Asawa is still steaming about the three trips to the water department with two to our attorney in between.
