I wonder if that road is private (because of the -mostly unoccupied- guard house at the T-crossing with South Road), and if so who owns it. If it's not a private road then which Barangay (or the city?) would be responsible for maintenance. The reason for posting is the truly disastrous state of the road surface there, especially in the area close to the parking garage entrance. Many potholes there are too deep to navigate at any other than a crawl speed, and I have the impression everyone is looking at another party when it comes to who needs to pay to fix it.
I meanwhile found that (if that information is still correct) yes this road is indeed a private road, and that the company responsible for maintenance is Dumaguete Business Park, Inc., the owner of the 24 hectares of land in the Business Park development. However, it could well be that for the purpose of the road maintenance this entity is looking at Robinsons Properties Marketing and Management Corporation (RLPMI), which handles the day-to-day property management across the park, to take the initiative. We'll see how this all ends, but the mall clearly generates most of the traffic by far, and the mall management can not be happy with the current state of affairs.
