Nobody that I know of personally. But you can try the Silliman University School of Music and Fine Arts. I understand there are tutorials offered there on different musical instruments.
You can try Bandera. I just enrolled my son over there. It's right across Chicken Ati-atihan. It's also the same building where Seventh Heaven beauty parlor is.
