    Well, you got lots of options to choose. PC or laptop, brand new or secondhand. If you were to build a PC of your own, I'd give a rough a rough estimate of P15~20k for the bare minimum(cpu, motherboard, LCD, keyboard & mouse, casing w/ power supply, CD drive, sound system, hard drive and avr).

    But then, it also heavily depends on your needs or use of the PC. For example, if you wanted a decent gaming PC it will not cost less than P30k but if you're going for a simple office PC then the above mentioned should be suitable enough.

    Please tell us your price limit, so that we can give the best price/performance. It would also be a help if you elaborate your use of the system more.

    I have many 2nd hand computers for sale. They all have dual core Pentium processors with 1gb DDR2 memory. The computers have also been upgraded with 256 Nvidia GeForce 5500 or 512 Nvidia GeForce 6200 video cards, new keyboards and headphones. All computers have 17x14 LCD monitors and come with a webcam (some are new). Asking price for the computers is 15,000-13,000php depending on upgrades.

    With that below 10k budget is hard to fit in an LCD monitor,,I suggest you look around buy a cheaper CRT monitor, then buy a brand new whole cpu probably a Celeron E1200 setup or and Intel Atom setup a less power consumption setup.

    Or else if still not inside your budget better setled for and old Pentium 4 setup at SOS aroung 7k and up on my last visit

    richard08's right. Buying an LCD monitor will take a huge chunk on your 10k budget. a 17" CRT monitor would be roughly around 2k. With a 10k budget, you'd only get a PC with secondhand parts at best, not that its bad anyways.
